A concurrent resolution to amend and reenact section 9 of article III of the Constitution of North Dakota, relating to the process for approving constitutional amendments. This measure requires an initiated constitutional measure approved by voters to be approved by the two subsequent legislative assemblies before becoming effective.
The ACLU of North Dakota opposes this bill. SCR 4001 is bad for democracy to authorize a legislature to vote on an amendment that has already been passed by the voters. Citizen-driven measures are already eligible for legislative altercation through repeal, implementing legislation, or adding restrictions.
